Our Board

Meet the people who give their time and expertise to the Louisa Education Foundation. They come from all walks of life with a range of skills and backgrounds, but with two things in common: a love for Louisa County and a desire to shape a future where education remains a beacon of hope, opportunity, and growth for every individual in Louisa.

  • John Franklin

    John Franklin

    President of the Board, Chair — Governance, Chair — Golf Tournament.

    John has been serving on the LEF Board since 2016. A 1979 graduate of Louisa County High School, John and his wife Elizabeth (LCHS ’81) currently live in Bumpass and also own a farm in western Louisa County. In addition to serving on several non-profit boards and being active in his church, John spent 35 years as an investment banker before starting his own Municipal Advisory Firm.

    Vice President of the Board; Chair — Scholarship; Golf, Governance and By-laws Review Committees

    Jim was a 1985 graduate of the New England School of Law. With his wife Pat, they started and operated Seaview Title, LLC, a Massachusetts real estate title research firm, retiring in 2011. Jim and Pat then moved to Louisa County to be closer to family. After the “Mineral Earthquake,” LEF Executive Director, Ava Pippen, asked Jim to assist in fund-raising. Jim joined the Board in 2016, serving on the Scholarship Committee since 2016, and served as its Chairman in 2020.

  • Jose Brown

    Jose Brown

    Outreach Committee

    Jose was new to the LEF Board in 2023. A lifetime resident of neighboring Spotsylvania County, Jose is a Summa Cum Laude graduate of George Washington University and a member of Phi Beta Kappa. Retired from almost 30 years in law enforcement and the Secret Service, Jose is currently a Senior Intel Analyst for SAIC Corp. He’s an active member with the Temple of Deliverance Holy Church of God in Mineral, Virginia for over 46 years where he serves on the deacon board and was recently appointed as a trustee and a member of the Board of Directors.

  • Bettye Dickinson

    Bettye Dickinson

    Scholarship Committee

    A member on the LEF Board since 2019, is a graduate of Orange County High School and Radford University, and holds a a Master’s Degree from the University of Virginia. For 38 years Bettye taught elementary and middle school students in Florida and the Virginia counties of Orange, Roanoke, Stafford, and Louisa, before retiring in 2013. Having lived in the Lake Anna area for 45 years with their family, Bettye and her husband, W.A., owned and operated Dickinson’s Store.

  • Sheryl Eubank

    Sheryl Eubank

    Treasurer

    Sheryl has been an LEF Board member since 2018. A resident in Louisa since 1997, Sheryl has been an active volunteer throughout all levels in the county’s public school system, serving in many positions on the PTAs of TJES, LCMS, and becoming an organizing member of the LCHS Band Boosters in 2005. Sheryl believes that encouraging students to be innovative and productive is a key to success as an adult. Sheryl remains committed to serving the students and educational professionals through her service to the LEF and is excited to grow grant and scholarship opportunities.

  • Patricia Harper

    Patricia Harper

    Chair — Grants Committee

    Patti joined the LEF board in 2016. Originally from Long Island, NY, Patti holds a Mechanical Engineering degree from the University of Virginia, graduating in 1990. She began her career with Dominion Energy shortly thereafter at North Anna Power Station. She and her husband Bill have lived in Louisa County since 1995, raising two daughters here (LCHS ’17 and ’19). When her girls were young, Patti volunteered at Jouett Elementary and LCMS, including participation in Parent Advisory Committees and PTAs.

  • Greg Jones

    Greg Jones

    Safe Schools, Task Force and Community Parental Advisory Committees

    Greg began serving on the LEF Board in 2019. He has always believed education is the great equalizer for all people. He created OBK (Our Brothers Keeper), a club program in the school system.

    A LCHS Class of ’76 graduate, Greg and his wife Carol have two sons with LCPS degrees. Greg is also a Pastor and a business owner of 28 years.

  • Maggie Morris

    Maggie Morris

    Chair — Outreach Committee; Fundraising and Golf Committees

    Maggie joined the LEF Board in 2022. She has worked in the banking industry for 37 years, beginning her career in Newport News, Virginia. Maggie moved to Central Virginia with her husband in 2003 and made Louisa their home in 2013. She joined United Bank in 2008 and managed the two Charlottesville branches. She became branch manager of the Louisa Branch in 2022. Maggie serves her community as a member of local organizations, and is passionate about literacy — she spearheaded the Dolly Parton Imagination Library program to bring free books to Louisa County children.

  • Julie Smith

    Julie Smith

    Fundraising, Finance, Outreach and Technology Committees

    Julie joined LEF in February 2022. Julie is a graduate of Ashland, Virginia’s Patrick Henry High School and Randolph Macon College. She spent 15 years in medical sales that carried her all over Virginia, West Virginia, and Maryland. She then assisted her husband in his Automotive Repair Business for several years until 2019 when she opened Mineral Mercantile. Julie has lived in the Holly Grove area for 22 years and has raised three children within the county and Louisa County Public School System.

  • Doug Whitlock

    Doug Whitlock

    Assistant Treasurer, Governance, Finance and Teacher Grants Committees.

    Doug has served on the LEF Board since its inception in 2009. A 1972 graduate of Louisa County High School, Doug moved back to the county in 1986. Doug has been and is still involved in Real Estate Development in Louisa County and surrounding counties. Doug has served on numerous non-profit boards in Louisa County and currently serves on one County Government Committee.

  • Barbara Wilson

    Barbara Wilson

    Board Secretary, Fundraising and Scholarship Committees

    A Board member since 2019, Barbara is retired from a 30 year teaching career after in Louisa County. Since 2005 she has served as the GED Testing Administrator for Piedmont Community College’s Louisa Campus. Barbara is a graduate of Louisa County High School and Glenville State University and lives in the Shelfar area of Louisa County. She is active in her church and volunteers with other Louisa County organizations. She has one daughter and two granddaughters.
